Guidelines for Issuance of NOC to GDS for Passport & Visit Abroad
This post clarifies the process for GDS employees who wish to apply for passports and travel abroad for private visits.

Key Points:
- GDS don’t need an NOC (No Objection Certificate) to apply for a passport. It’s your fundamental right as a citizen.
- GDS do need prior permission (separate from a passport application) to travel abroad for private reasons.
How to Obtain Permission for Private Travel Abroad:
- Use the attached formats (Annexure I & II) to request permission.
- Submit the completed application (Annexure I) to your Sub Divisional Head/Unit In-charge at least 30 days before your planned travel.
- The Sub Divisional Head/Unit In-charge will verify details and forward the application to the Divisional/Unit Head within 3 days (Part B of Annexure I).
- The Divisional/Unit Head (officer not below PS Group ‘B’) has 21 days to grant/deny permission or provide feedback (Annexure II). Silence after 21 days is considered approval.
Reasons for Denial of Permission:
- GDS are currently on put-off duty.
- GDS have pending disciplinary proceedings with a major penalty involving vigilance angle.
- There are pending criminal proceedings against you based on a departmental complaint.
- There are pending criminal proceedings against you based on a private complaint (permission may be granted after consulting authorities).
Conditions for Permission:
- Leave for private travel abroad cannot exceed 90 days.
- The NOC becomes invalid if disciplinary/criminal cases arise or you are put on put-off duty after its issuance. Leave will also be canceled. A formal cancellation order will be issued.
- Failure to report for duty after approved leave may result in administrative/disciplinary action.
- Traveling abroad without permission or failing to return within 90 days will lead to termination of your service and potential dismissal. GDS may be considered “off duty” and ineligible for any ex-gratia payments. GDSr post will be filled through online engagement/transfer/compassionate engagement.
