In a recent notification dated July 23, 2024, the Government of India’s Ministry of Communications, Department of Posts (Personnel Division) has addressed a critical issue regarding the promotion of officials to grades of LSG, HSG-II, and HSG-I. The Directorate has observed that a significant number of officials are refusing their promotions, primarily due to financial upgradation or the non-allocation of their preferred Postal Division upon promotion.

- Promotion Refusals: The Directorate has noticed that many officials promoted to the grades of LSG, HSG-II, and HSG-I are refusing their promotions. The primary reasons cited are either they are already drawing the pay of the promoted post due to financial upgradation or they are not being posted to their preferred Postal Division on promotion.
- Impact on Circles: Due to these refusals, sufficient numbers of LSG, HSG-II, and HSG-I officials are not available in Circles to hold the respective grade of identified posts.
- Solution to Minimize Refusal: The Directorate suggests that refusal of promotion can be minimized by posting officials to their preferred Postal Division as administratively possible. All Postal Circles are requested to post officials on their promotion to LSG/HSG-II/HSG-I cadre to their preferred Postal Division as much as administratively feasible.
In cases where refusals still occur, Circles are directed to conduct supplementary DPC (Departmental Promotion Committee) meetings to fill up these unforeseen vacancies. This directive comes as a follow-up to the office letter dated August 3, 2023, emphasizing the need for such measures to ensure the smooth functioning of Postal Circles.
