Condonation of breaks in service of GDS – Delegation of powers.
Background
This is to inform all Gramin Dak Sevaks (GDS) employees about a recent change in departmental policy regarding breaks in service. The Department of Posts (DoP) has delegated the authority to condone breaks in service to regional heads, streamlining the process and expediting the settlement of terminal benefits.

What has changed
Previously, decisions regarding breaks in service caused by extended leave (over 180 days) or suspension preceding reinstatement were made by the Directorate, leading to delays in receiving terminal benefits.
New Delegation of Powers
Under the revised guidelines:
- The Head of Region/Head of Circle can now approve condonation of breaks due to leave exceeding 180 days, in consultation with the relevant authorities (CIFA).
- They can also condone breaks caused by suspension preceding reinstatement in the following cases:
When a minor penalty was imposed during departmental proceedings.
When the GDS employee was exonerated in departmental proceedings or acquitted in a criminal case.
Important Points
Breaks condoned under this policy will not be counted towards calculating terminal benefits.
Cases previously referred to the Directorate for condonation can now be decided upon by regional authorities based on these new provisions.
This change aims to expedite the settlement of terminal benefits for GDS employees experiencing breaks in service due to the mentioned reasons.
