No- 17-31/2016-GDS-ESIC Dated 24.06.2024
Issued by – (GDS Section), Department of Posts
Key Details of the Initiative
The initiative, detailed in the communication from the Assistant Director General (GDS/PCC/PAP), Mr. Ravi Pahwa, outlines the efforts and discussions surrounding the inclusion of GDS under the PM-JAY scheme. Here are the key points from the announcement:
- Historical Context:
- The Department of Posts has explored multiple options to provide health coverage to GDS, including General Insurance Companies and the Employees’ State Insurance Corporation (ESIC). However, these options faced objections from union representatives and the Ministry of Finance.
- Current Proposal:
- PM-JAY is seen as the only viable option to provide health coverage to GDS. This scheme will cover hospitalization and medical expenses up to ₹5 lakhs per year, per family.
- Union Involvement:
- The Department has sought feedback from various GDS unions, including the All India Gramin Dak Sevak Union (AIGDSU), All India Postal Employees Union-GDS, Bhartiya Gramin Dak Sevak Karamchari Sangh (BGDKS), and National Union of Gramin Dak Sevaks (NUGDS).
Union Feedback and Department Observations
The feedback from the unions has been considered, and the Department has provided clarifications on several points raised:
- Coverage and Limitations:
- There is no limitation on the number of days for indoor patient care within the scheme. However, the total annual coverage is capped at ₹5 lakhs.
- Post-hospitalization, beneficiaries can continue treatment as outpatients but will not be covered under the scheme for these expenses.
- Scheme Applicability:
- The scheme is proposed to be mandatory for all GDS, ensuring uniform benefits across the board.
- Major ailments, including severe conditions like cancer and open-heart surgery, are covered under the scheme.
- Financial Contribution:
- Some unions suggested a shared contribution model for the premium. However, this was deemed not feasible at the current stage of implementation.
Benefits of PM-JAY for GDS
The inclusion of GDS in the PM-JAY scheme promises significant benefits:
- Comprehensive Coverage: The scheme covers a wide range of medical conditions, providing financial relief for serious ailments.
- Nationwide Accessibility: PM-JAY is available throughout India, including CGHS-empaneled hospitals in states not adopting the scheme.
- Uniform Benefits: All GDS beneficiaries will have access to the same level of medical coverage, ensuring equity in healthcare access.
Conclusion
The extension of PM-JAY to GDS is a landmark decision that underscores the government’s commitment to the welfare of its postal employees. This initiative will provide crucial health coverage, alleviating the financial burden of medical expenses and ensuring better health outcomes for GDS and their families.
