Filling Up MTS Posts from GDS Candidates Based on Seniority Cum Fitness – Latest Guidelines
The Department of Posts, under the Ministry of Communications, has issued new guidelines regarding the filling up of Multi-Tasking Staff (MTS) posts from among Gramin Dak Sevaks (GDS) candidates based on the “seniority cum fitness” criterion. This communication, referenced under No.17-31/2016-GDS (Pt-I), was released on September 2, 2024, and is directed to all Heads of Circle.
Key Points from the Recent Guidelines:
- Seniority List Ranking for Transferred GDS: According to the guidelines, if a GDS is transferred at their request and the transfer is approved by the competent authority, they will be ranked junior in the seniority list of the new unit. This applies to all GDS in that unit who were already in the seniority list on the date of the transfer, except when the transfer occurs within the same engagement or recruitment Sub Division/Unit/Division.
- Eligibility for MTS Appointment: It is further clarified that if a GDS is ranked as the most junior in the new unit’s seniority list (i.e., different from the same engagement or recruitment Sub Division/Unit/Division), they will not be eligible for appointment to the MTS position in the seniority quota. This holds true even if their seniors are not qualified for the MTS role due to a lack of requisite service length.
- Compliance and Implementation: The guidelines emphasize adherence to these rules, ensuring that only eligible GDS candidates, as per the revised criteria, are considered for MTS appointments.
