Transfer Policy for Postal Civil Wing Officers and Officials
The Ministry of Communications, Government of India, has issued a revised transfer policy for Postal Civil Wing officers and officials. This new policy, detailed in Office Memorandum No. 4-4/2007-CWP/Vol. II (B)/30 dated 2nd June 2024, supersedes the earlier policy circulated in November 2019. Here are the key guidelines and changes introduced:
1. Transfer and Posting Authority
- Junior Engineers (Civil/Electrical) and Architectural Assistants: Allotment will be made with the approval of CE-I or CE-II in respective zones, followed by transfers and postings by SE (Civil/Electrical)/Senior Architect.
- Assistant Engineers (Civil/Electrical) and Assistant Architects: Allotment to CE-I with approval from Additional DG (Coordination), followed by zone-specific transfers by CE-I or CE-II.

2. Tenure
- Uniform Tenure: 3 years for post tenure and 6 years for station tenure, except for Delhi, which has a 9-year station tenure.
- Sensitive Posts: Maximum tenure of 3 years.
- Special Regions: North East Region, Sikkim, Andaman & Nicobar, Lakshadweep, and J&K (including Ladakh) have a reduced tenure of 2 years.
3. Transfers on Completion of Tenure
- Officers completing their normal tenure can request posting to one of three preferred stations. Priority is given to officers from specified regions.
- Officers won’t be posted back to the same post or station unless they complete a full tenure elsewhere.
- Field and planning posts rotation for Executive and Assistant Engineers is mandatory after the normal tenure.
4. Special Considerations
- Transfer requests for choice stations considered after 2 years at the current station.
- No TA/DA for transfers at personal request unless it’s in the administration’s interest.
- Preferences for transfers include eligible lady officers, handicapped officials, those with specific medical needs, and educational requirements for children in 10th or 12th grade.
5. Promotion-related Transfers
- Officers declining promotions within one month of order issuance face disqualification. Subsequent promotions will be granted benefits only from the date of assumption of the new post.
6. Posting to Specified Areas
- Chief Engineer (Civil) will maintain a roster for postings to areas with reduced tenure, adhering to strict seniority and medical advice.
7. Formation of Rules
- SE(C)/SE(E)/Sr. Architect can form transfer rules within their jurisdiction with prior approval from CE-I or CE-II.
8. Administrative Exigencies
- Transfers in administrative exigencies are allowed even outside these guidelines but require written justification.
9. Rule 20 of CCS Conduct Rules 1964
- Government servants must not use political or other influences for transfers. Violations will be taken seriously and could result in disciplinary actions.
